It's great to know there is a way to address these kinds of issues. I had previously tried to get this information once before but could never really find it.
What worries me is that I only find out about these situations where someone is lifting my material purely by accident, or if one of my frequent blog readers is kind enough to alert me to the problem. I wonder how much of this goes on of which we are never made aware? It seems too easy for other sites to just completely lift content...almost as if it is automated, much more sophistcated that just a simple cut and paste.
It would be very helpful if people from outside the USA could send DMCA notices to Google by email [with permission]. It is allowable I know and, I know people who actually do this.
Notices by snail mail are a pain and faxing is financially prohibitive.
Finding out whom to contact for email permission is a total mystery.
Ironically, I find posts here to blogger.com among the worst serial offenders. Most other hosts will generally take offending content down after a polite email.
This is an issue I take very seriously.

I agree with what Ian said, though I feel that even within the USA we should be able to deal with these problems via email. My websites are being scrapped constantly by many thieves out there, it's unrealistic to expect me to compose a letter and mail or fax it and go through this entire dance each and every time I find stolen content, as I find my content is being stolen on a daily basis.
Google, please come up with a better system for dealing with this obnoxious problem of scrapping. Not only will it help real webmasters out there who aren't doing anything wrong, but it will also help Google provide more relevant results to it's users, as well as to stop wasting the money of the companies who advertise with Adsense. Just like you don't want your ads on these bogus sites, I don't want these bogus sites making money off you using my stolen work (and messing with my Goggle rankings as a result). There's gotta be an easier, more direct way to deal with this huge problem other than composing letters and DMCA notices.
How about bloggers who grab feeds from others (full feeds), this should also be considered a copyright infringement.
Telstra is an Australian Internet provider. Their bigpond - bigblogs have popup windows that can not be copied.
If they can do it, so can others.
What annoys me is that the time I spend writting is nothing compared to their copy and paste, which is two seconds.
You should definitely make a workaround for that faxing trouble. In our office (Bulgaria, EU) we don't have faxes anymore. I have to move to a different office and is quite annoying.

Ok lets look at the page you calls "AdSense policy violation report form" and we can quote the follow possible to report a "Violation(s):":
"Copyrighted Content
[...]
This site is distributing someone else's copyrighted material, possibly without permission."
Let me suggest that you remove this choose from the "AdSense policy violation report form" and instead adds a link to information about how to report this "your way".
Also you write:
"The owner of the other website doesn't respond to your requests to remove the content [...]."
I dont see why Google add this in the example? Is this Google policy or a suggestion. If it is a suggestion I think you should write this so people dont waste the time waiting.
Next to last: A lot of the sites (at least for us) that publish stolen content is hosted on Google Blogger. The problem here of course is that a work load exists on reporting the problem to you wyour way (instead say compared IT-methods Wordpress.com use) while creating such blog on Google is very fast.
Hence that a spammer can create more spam blogs publishing stolen content faster compared to the possibilities you have with the Google-method to have them removed from Blogger and/or Google web search and/or Adsense.
This problem is actually quite unique for Google Blogger. Wordpress.com always takes care of spammers and likewizee lokal swedish Blog services. E-mail contact and it get solved fast, also they tend to keep the spammers out.
Maybe you should syncronize your effort with Blogger and other Google services?
And last. I will try this out. Following information given from Google a couple of years ago I didnt get result. But that instruction didnt include any reference to Digital Millennium Copyright Act and probably was older (as least as I remember using a report form on Google Blogger).
I havent reported anything after that and although I have three (or if it is 4 didnt feel like looking through the last) fresh sites which I noticed yesterday with the first around 3000 pages index in Google.se and Adsense (havent checked the other 3 or 4 spam-sites) it seems correct to start with the old sites or it will never be done. And I dont see any it is important for me to be fast since the new spam-sites with our content doesnt take traffic from us but more other sites they rank on lower position instead of.

What upsets me much more is when prominent websites copy my keyword, put it without anything else into the title.
You click on it wondering what they have to say and discover they had absolutely nothing on that keyword and talked about something totally different. When this happens you give them traffic on their site, waste your time and wonder what is wrong with Google because they placed this Search result in front of yours.
Perhaps you should provide a complaint section for that...

I find it repulsive with sites earning money by content I own by affiliate for products which I belieave could be dangerous.
But its the spring. One typical group of copy-stealers at least in Sweden obvious gets hypomania or mania as soon the sun is returning.
But got all the names for me. Have never got that fast. All three living in Stockholm.
Wow... this is really a wonderful helping hand from Google. One of my blog's RSS feed was copied regularly and posted as a new article in a blog with adsense. This facility is really give me a hand of hope. Thanks Adsense team!!!

First off, I am very happy for this public comment abut this issue from the Adsense team, this has been a problem for years and there has been very little help overall. I've faxed a 17 page DMCA notice regarding one scraper so I know how it is.
Though I am grateful for this, much of the confusion has been brought on by Adsense. The adsense reporting system, as you pointed out, can not handle any copyright complaints. However, there is a place to file such a claim in that system and complete the process, only to be told days later that one needs to file a DMCA notice.
Those are days that a scraper/spam site are still active, days in which they can collect revenue.
I am glad for this clarification, but I beseech you to also add this to your reporting system, make it clear BEFORE a report is filed that you direct people to the DMCA page. I disagree with your DMCA system, as I've said repeatedly on my site, but at least make it clear what you expect.
If you do that, you'll be going to great lengths to help Webmasters.
great. i created my blog site & got reply from adsense that my site has to be at least 6 months active to get accepted.
This is what I did
downloaded webwasher to block google adsense ads on google chrome browser. but chrome crashed every time.
Then I downloaded FIREFOX with ADBLOCK PLUS. amazing. No google ads. my browsing speeds shot up as a result. as ads contribute to at least 40% of bandwidth traffic.
Why should i bear with irritating ads without getting a single penny ? or wait for 6 months ? lol
~ FIREFOX with ABP is an idea whose time has come.
So if there was this form that let me "report" a site for taking "my" copyrighted information, than what prevents me or someone else from falsely reporting to google that your website (that may happen to compete with mine) is infringing.
I can see it now someone going after allrecipe.com and killing their money because of some catbox jealousy.

My guess is that AdSense is a lot of bad program for communication, because many times I tried to contact anyone from the AdSense team to explain to me and that gives me a reason why we close the account, and I got a mail which says that they can make on behalf of This page http://yieldbuild.com/ when I made the bill because they said that they work together with AdSense, and to provide enhanced ads and that they will take me 3% of earnings, and when I make one and put their cod on my blog, now I was out of AdSense and closed my account, and on this page in capital letters, writes that they are working with AdSense and you can put the cod on my blog and when I put my AdSense account is closed and all my work and my effort has failed and I got mail from AdSense with a reason why we close the account. This site uses the name AdSense and says that will have the better ads, and that they work with AdSense, and when I put Cod on my blog my AdSense account and close all lose and no message, what I have done wrong, any mail that I say what I have done against the rules, say the ban. They can do that every time my account is a $ 95, every time that we can say ban and thus avoid payment of money, can not be anyone to contact, no one can ask anyone from the AdSense team, to give an explanation and a reason , just send a mail that you are dangerous for your AdSense account and close all fall and now you tell me how you can earn, so every time when you reach the $ 100 they can send mail that you did something wrong, and all perish, and no explanation or any communications that get - and safer is to have a house on top of vulkana but have to your AdSense account and invest effort in writing a blog and create websites.
